Estela De Los Rios, Executive Director
Estela De Los Rios serves as the Executive Director for CSA San Diego County. Ms. De Los Rios holds a B.S. degree in Sociology from San Diego State University. Throughout her career, Ms. De Los Rios has always been committed to human rights issues. She has dedicated her work to CSA for the past 11 years. Her dedication and passion for her work and the agency’s mission has only been exceeded by her knowledge and expertise in the field of Fair Housing and Human Trafficking.
As a community leader she has devoted her career to social services for the past 30 years. Through her passion promoting civil rights, Ms. DeLosRios has addressed social injustices while building and sustaining community relationships. Estela firmly believes in courtesy and human rights for all people, regardless of their racial background, language, national origin, religious practice, sexual orientation, gender, age or disability. She believes all people have the right to respect and dignity.

Jose Cervantes, Fair Housing Director
Jose was born and raised in Guadalajara, Mexico. Being a San Diego resident for over a decade now, he has worked extensively in the area of fair housing with several local agencies and is currently the fair housing programs director for CSA San Diego County where he oversees he development, implementation and daily operations of the fair housing programs. Jose holds a Juris Doctorate from the University of Guadalajara Law School and a master in comparative law from the California Western School of Law. He is also a certified mediator and has put his ample legal background and expertise on fair housing & tenant/landlord law to the service of the community. he‘s also an active member in his community where he is continuously involved and participates with other civil rights’ advocacy groups.
Crystal Lyons, Fair Housing Counselor
Crystal Lyons, a long time East County resident, joined the CSA following a 25 year career in Government contracting. Along with her administrative skills, she brings a genuine desire to make our community a better place to live. While a career change was unexpected, Crystal embraces the need for justice and fair treatment of all people.
Crystal graduated from Southwestern Community College in Chula Vista, CA with an AA degree in Business, and has continued updating her skills and interests at Cuyamaca College in El Cajon CA.
When not working for CSA, Crystal spends her free time volunteering for several animal rescue groups, fostering puppies and kittens, and making beds for shelter animals. An avid quilter, you can find her sewing on different projects throughout the year.
Yvonne Kovatch, Fair Housing Counselor
Yvonne’s background is in management as a property manager for over 30 years. Fair Housing has awakened her passion to help others. She has enjoyed working in this field and brings her expertise in management. Her extensive knowledge as a Bryman College graduate embraces her business expertise to apply procedures to work problems and situations.
Her hobbies include painting, sewing and enjoys cooking very much.
Paula Karazuba, Administrative Assistant
My name is Paula Karazuba and I work for CSA as the administrative assistant. I was born and raised in the midwest. As a child, our summer family vacation would often consist of building schools and churches for charities back when segregation was an issue. I attended Ohio State University where I majored in psychology. After marrying I moved to Central New York where I worked in a school system while also doing administrative work in property management. I moved to California in 2005 where I was an office assistant at the East County Career Center. In my free time, I enjoy reading, art and crafts, crocheting, and sewing. Building off my childhood roots of community service, I am now happily working for CSA. My work as administrative assistant has become a very rewarding job as I am able to help the community members of San Diego.
